Add label option for TelerikComboBox and TelerikMultiSelect

Similar to how TelerikTextBox lets you set a label that moves above the control when filled, TelerikComboBox and TelerikMultiSelect also need this.

Currently you can set a label on TextBox but not some of the other editor controls.

Here is a screenshot comparing the textbox with the combo:

Hello Greg,

The best way to achieve a floating label on ComboBox and MultiSelect components is by implementing a custom version of it. In the attached file, you will find examples of such a custom floating label for both components and the exact way of their implementation.

By the way, you can Follow the status of such a feature here: https://feedback.telerik.com/blazor/1447949-be-able-to-add-a-label-to-all-components-datepicker-datetimepicker. I've moved your Vote there because this way, the priority of the requested feature is increased, and we are tracking this interest, and I am now closing this as a duplicate to keep the portal tidy.
