Your sample works and I can not reproduce it. Unfortunately I have not the time to fully recreate the original setup and since DockManager was not the right component for our usecase anyway, we moved on.
Should I stuble over this again, I will report it

Here is a test page, which should reflect your description. Unless, I am missing something, dragging works as expected. Can you please confirm and outline the exact steps to reproduce? Please send another similar example if necessary.

I noticed also some bugs with DockManager. When one ContentPane has AllowFloat="false" Closeable="false" Unpinnable="false" and you dock an other ContentPane to the left or top of that, you can not drag it anymore. And some other issues. We dropped DockManager. It is not usable.
