I've isolated the scenario and it looks like the problem occurs only when the Map is placed in a Popup. If you add the Map directly on the page, it properly renders its tiles. I've refactored the title a bit to be more specific on the actual problem.

This looks like a timing issue to me. As a workaround for the time being I suggest refreshing the Map a bit after the Popup is opened: https://blazorrepl.telerik.com/cJYIOHFm05id7jUe26.
