OnChange event does not fire when you select a date range from the calendar after upgrading to 3.1.0

After the 3.1 update, the OnChange event no longer fires. It fires only on Enter key press.

I'll add that the Enter key press only fires an OnChange event if you press it on the end date selection. So if you had already selected a date range, and wanted to go back and only change the start date it would not fire on press of the enter key.
