We already have such a tool - our extensions for Visual Studio and Visual Studio Code allow you to create new Blazor projects with some additional configuration options that are related to our product.

With regard to data, deployment and security options - so far we try to detach UI for Blazor from these development tasks, as our components are data agnostic and unrelated to the application management itself. On the other hand, drag-and-drop component adding is discussed in another feature request.

Nevertheless, I encourage you to give the extensions a try and let us know which are the most important features that you need in such a tool.
