Using FirstLook (also in my application) run the WebCam sample.
Press the takePhotoButton while running youtube video on 2nd monitor (also with netflix, so I assume it's general)
Sound on video pauses and returns when webcam control closed down.
Might be bug, or driver (Im using usb headphones) or needs me to set some property?

It seems that the issue is reproducible only with Bluetooth headphones.
The Bluetooth technology supports a single uni-directional transfer of an audio stream. If two separate applications are trying to use the audio channel of a Bluetooth connection one will be interrupted. One of the probable reasons why playback is interrupted is that the default initialization of RadWebCam tries to find an audio capture device and therefore occupies the audio channel. The other is that the operating system is being smart and mutes audio playback while recording is about to take place. This is something for example smartphones do if you are playing music and start the camera application.

Following the provided information, I have tested a similar scenario on my end with headphones and an embedded camera device. On the second monitor a you tube music video was playing while taking snapshots. I was able to observe only that the video's volume is lowered but it is still on.
However, this behavior doesn't seem correct. Hence, I have logged it in our feedback portal by making this thread public. You can track its progress, subscribe for status changes and add your comments on the following link - feedback item.
I have also updated your Telerik points.
Currently, the possible solution that I can suggest is to initialized the camera device without audio as it is demonstrated in the following help article: https://docs.telerik.com/devtools/winforms/controls/webcam/how-to/mute-recording-audio
