The provided sample form is greatly appreciated. I have included it to my project. Due to the missing implementation, I was unable to build the project. That is why I commented all of the code that was preventing me from running the project. 
I was able to replicate the described problem when running the application. Actually, it is reproducible in a blank project with a RadRibbonForm.

Currently, the possible solution that I can suggest is to set maximum size for the application menu's button:

Without replicating the issue locally we can make only conjectures what is causing the issue on your end. I suppose that some padding/margin is applied to application menu button. That is why it is shifted.

Would it be possible to provide your sample project with which you are experiencing the undesired location of the application menu button? Thus, we would be able to make an adequate analysis to the precise case and assist you further. Thank you in advance.
