The Reset button in a native form restores each checkbox to its initial state; it does not simply clear the checkboxes. In your example, the first checkbox starts checked and enabled, and the second starts checked and disabled. If you uncheck the first checkbox and then click Reset, it returns to its initial checked state. The same behavior can be seen in the native form example: https://dojo.telerik.com/PlpJDqyG.

The Kendo UI Form behaves differently: it provides a Clear button, which clears the inputs rather than restoring their initial state. You can see this in the Form demo - https://demos.telerik.com/kendo-ui/form/items.
