The last row of a table in the Editor cannot be resized.

Reproduction of the problem

1. Open this demo - https://demos.telerik.com/kendo-ui/editor/table-editing.
2. Try resizing the last row.

Current behavior

The upper row will be resized instead.

Expected/desired behavior

The last row should be resized.
