Add an event to the TreeView that triggers when the tree has completely loaded

Needed event so we can perform navigation over the tree once loaded completely without any timeout hacks recommended on Telerik forums and without performing action as many times as many expandable nodes are in the tree.

Same here, some query must be run only when the complete data is loaded on the treeview.
