RadWebCam: Introduce an event that fires when a new frame is received from the video stream
Add an event that allows you to get the current video frame from the camera device.

For those reading this and asking why this may be a good thing, I want to use the feed to parse the image's barcode so that Windows tablet devices can scan barcodes using the built-in cameras.

Example images are attached of a test/proof of concept project.
