To reproduce:
1. Create a new .NET 7 project and add a RadForm to it with a single control (e.g. RadButton).
2. Open the designer and have a look at the form's Size.
3. Move the button and save the changes
4. Close the designer and open it again.
Expected result: the RadForm's Size is unchanged
Actual result: the RadForm gets smaller, its height is reduced.

The possible solution is switching to .NET 6 while the R1 2023 SP1 version is released. Once the service pack is live, you can switch back to .NET 7.

We have escalated this to our developers and it is treated with high priority. Since it seems to be related to .NET 7 and it is not reproducible with .NET 6, we will need time for deep investigation and finding the potential problem. Meanwhile, feel free to switch to .NET 6.

Thank you for reporting this. It seems to be related to the new changes introduced in .NET 7 since the problem is not reproducible with the latest UI for WinForms 2022.3.1109 version and .NET 6.
Currently, due to the specificity of the issue, the possible solution that I can suggest is to use .NET 6 for the development process in your project. We will do our best to address this case accordingly.
