RadRichTextEditor: Table borders in the header or footer should be resized only when the header or footer is in edit mode
At the moment the table handles the mouse even if the header/footer is not edited.

Hi,

We are currently working on the item. Hopefully a fix will be introduced in the R1 2021 SP1 release after one month.
