Case 1

   The editing capabilities of tables should be disabled when in ReadOnlyRange

Case 2,

    The Table tools are not hidden when changing the default tab ( see attached video).

I use tab's property DesiredSize to figure out if two tabs are shown. DesiredSize.IsEmpty == true means the tab is shown. Visibility property is not actually useful for this, because property is set to Visible when tab is constructed but not shown.
