Thank you for sharing your feedback with us. We will consider the WPF Callout's implementation when planning this new control in the WinForms suite. I agree that the screen tip may not be fully applicable for the cases when you need users' interaction with the callout.

The Callout control is not included in the planning for this release. I would suggest you to subscribe to this item by clicking on the "Follow this item" button. This way you'll be notified when the item's status.
