FIX. RadBindingNavigator - the control does not work when its name is changed

To reproduce:

Add a RadBindingNavigator to a form and change its name.

Bind it to something.

Workaround:

Leave the default name.

A fix will be available in Telerik UI for WinForms version R1 2019 SP1.
