FIX. RadSplitContainer - RelativeRatio is not corectly restored after the application is restarted
To reproduce:
- Use relative sizing and save the RelativeRatio.
- Set the same value after restarting the application.
- The panel size is not the same. 

Workaround:
Use absolute size.
