FIX. RadGauges - the gauge elements can be selected at design time event if you have a panel over the entire control. 
To reproduce:
- Place a gauge on the form.
- Add panel over it.
- The gauge elements can be selected (see attached).

Hi John, the item is now completed and the fix will be available in the next official version.

Hi,

It's been a long time since I reported this bug and I see that it's been approved but not yet scheduled for debugging. Since our project is becoming much larger with many gauges, this bug is becoming very annoying. Is there any way to schedule this for your next big release of the Telerik UI for Winforms? Thank you very much and looking forward to your reply.
