FIX. RadMarkupEditor - dialog is incorrectly shown for some controls when editing the Text property at design time
RadDataLayout.LayoutControl has Text property and it is not relevant to show RadMarkupEditor when changing the text.

Hi all, 

The Text property is hidden from Properties for all controls where is not relevant at design time. However, it might be observed issues with MS Narrator with reading controls` names because the Text property will be null. We can recommend setting the AccessibleName and AccessibleDescription properties if you are developing accessibility client applications.
