FIX. RadWaitingBar - exception when the waiting bar is placed inside a user control and one sets the associated control via the smart tag

To reproduce:
- Add waiting bar to a user control.
- Try setting the assoitad control in the smart tag.
 
 Workaround:
- Set it in code.
