FIX. RadChartView the bars are not painted correctly when LogarithmicAxis is used and the minimum is close to 0
Use LogarithmicAxis and set the Minimum to 0.1

Workaround is availble in the atched project.

A logarithmic axis should always start at 1 as a logarithm of any base of a number less than 1 is a negative number. Therefore this case should be handled as a custom scenario and not as an issue in the charting engine. As there is a solution provided for the specific case anyone interested in it can freely use it.
