FIX. RadCommandBar - incorrect theme settings are applied to CommandBarToggleButton if the toggle state is changed from code in Desert and Office2007Silver themes
Workaround:  use the attached below theme files. How custom themes can be loaded - http://www.telerik.com/help/winforms/themes-using-custom-themes.html
