FIX. RadDock - cannot add ToolWindows from the Advanced Layout Designer if a ToolWindow with the same name is already present in the form but not added in the same dock control
Workaround: check the designer file and make sure that all existing tool windows are either added to the RadDock or deleted

This is important to fix because tools like Advanced Layout Designer need to be accurate in what they create and how they represent it to the user.   Editing the designer files, though possible, is not a good long term solution.
