By design the MinHeight property is not respected in ColumnGroupsViewDefinition. The right way to apply MinHeight in the ColumnGroupsViewDefinition is setting the GridViewColumnGroup's RowSpanProperty and GridViewColumnGroupRow's MinHeight property.
