FIX. RadTitleBar - When the Image and ImageHovered properties of RadImageButtonElement are set through the 'Edit UI Elements', the hover image is not displayed on mouse over

1. Add RadTitleBar 
2. Set Image, ImageClicked and ImageHovered of RadImageButtonElement by 'Edit UI Elements' (design time).
3. Run project and hover or click image and will see that image is not shown.
