ADD. EnableExactTimeRendering property in RadScheduler 
EnableExactTimeRendering property should get or set a value indicating whether the appointment start and end time should be rendered exactly.

Completely agree. "Snapping" to the hour or half hour does not allow for the granularity needed. Can't wait for this to be released.
