FIX. QuickAccessToolbar remains visible even if there are no items in it when using metro themes.
1. Create a new application with RadRibbonForm.
2. Set the ApplicationThemeName to TelerikMetro.
3. Run the application. You will see that the quick access toolbar is visible and there are not items in it.
