FIX. RadCommandBar - loading saved layout with floating strip causes exception
To reproduce:
1.Add RadCommandBar with one CommandBarStripElement and items to a form
2.Float the strip 
3.Save the layout
4.Close the form
5.Open the form
6.Load the layout
