FIX. RadGridView - horizontal scrollbar does not behave correctly with pinned columns exceeding the control width
The horizontal scrollbar of the control does not behave correctly when there are several pinned columns and their width is larger than the visible area of RadGridView.

Currently when the pinned columns take up all the available horizontal space of RadGridView the scroll bar movement does scroll the scrollable columns but they are out of the visible area of the grid. This is the expected behavior.
