FIX. RadMaskedEditBox - TextMaskFormat does not behave correctly with MaskType Standard and Mask "L"
If you set MaskType to Standard and Mask to  ">LLL_LLL_LLL"   and set the TextMaskFormat property to ExcludePromptAndLiterals, the result value property will be an empty string.

the problematic behavior is also true for any text related character, works ok with numbers though.
