This theme is available in WPF suite. We have the Light and Dark variations as well.
Hello,
At the current moment, we have Visual Studio 2022 Light and Dark variation themes. We also will try to follow the latest design trends.

I know about experimenting with the Visual Style Builder, but copying exact Visual Studio look is time consuming ... It's not only about colors but also about look. Colors can be make maybe easy - there already exists lists of colors values for each VS theme. So maybe some export and custom converting can be done and then just repeating for another VS theme. These lists (format) are the "same" across VS versions so there is chance that it can be used for 2013-2017 plus future releases.
Hi, As I mentioned above we try to follow the latest design trends, that is why we have several Material and Fluent themes. You can also consider experimenting with the Visual Style Builder tool and create a custom theme.
All existing themes checked but looks little bit "childish" :-) too much colorful, gaudy. In this case it will be used in application for developers - therefore need classic .NET Visual Studio look. Coder's don't like "pinky" UI ;-) Main source forum thread: https://www.telerik.com/forums/visual-studio-blue-theme
Hi, We have approved the feature request. You can subscribe to the item so that you can be updated when its status changes. I would like to point that staying modern with the current UI trends very important for us. That is why in the past several releases we have added a number of new themes, Material (5 variations ), Fluent, FluentDark, and Crystal. The ThemeViewer tool is a convenient application for inspecting the different themes: https://docs.telerik.com/devtools/winforms/tools/themeviewer. Our VisualStyleBuilder tool also supports color blending which can help while building a custom theme: https://docs.telerik.com/devtools/winforms/tools/visual-style-builder/overview. Regards, Hristo

Maybe it's good take inspiration of new 2017 releases and not spend time on old Visual Studio themes. Also updated Office themes (blue, light, dark) are good idea too ;)
