Empty cells values should be pasted as well as Excel does.

Ctrl+Shift+V is a browser specific keyboard combination, which is not supported by Spreadsheet. There is no code added to handle such pasting. Providing Paste Values only in Spreadsheet would be a new feature, which is currently not implemented. Another option is to prevent Ctrl+Shift+V combination from pasting any values in the Spreadsheet.
The purpose of Knowledge Base articles is to show how to handle common scenarios, which need specific widgets' configuration and integration to cover them. The KB article, which I suggested, shows how to handle Spreadsheet's paste event to paste only values.

Paste as Values (Ctrl + Shift +V) is a browser specific feature, which currently works only in Chrome and Firefox. It is not working in IE and Edge for example. Previously it was working only in Chrome as I commented in Allow the Spreadsheet Copy - Paste of only values (no formatting) from Excel, when testing it in 2017. The Paste values scenario was implemented as a Knowledge Base article, handling the paste event. This is the recommended way to handle this scenario and it works on all browsers. The currently logged issue is not reproducible when using the knowledge base article approach.
