Visual diagram designer is not supported presently, and for now we don't plan it in the near future.

Maybe it could be possible, but I think It should demand a lot of work.
I want to implement something like this: http://rigrr.rapilabs.com/

For example, can I create a side-toolbar with drag and drop for this?

Can you elaborate further what stops you from building a diagram following the BPMN concepts?

If custom shapes are your concern, note that our diagram widget supports supplying custom shapes via the shapeDefaults.path attribute (http://docs.telerik.com/kendo-ui/api/dataviz/diagram#configuration-shapeDefaults.path).
