Do not close the tooltip when the user scrolls the scrollbar using either the mouse wheel or pointer. It should open or close only on click.

1. Click on Area 1 or Area 2
2. Scroll down the page

Current result: tooltip is closed

Expected result: tooltip should not close when the I scroll the scrollbar using either the mouse wheel or pointer.

It would be great to have some kind of a configuration setting. Sometimes, tooltip is used just as a hover note and in that case it's OK to close it on scrolling. But in other cases, it's used as a pop-up dialog (for example, a chat window) and then it would be handy to be able to disable this.
