These are actually different. This one is more of a supplementary functionality - when page break is inserted on a position inside the table, the table should automatically split to two tables - this behavior resembles the known behavior from industry standard rich text editing apps. The item you posted describes a property in the document model (on TableRow element), which should affect the layout of the document - it should not allow a table row to be split across two pages. If such situation occur, the whole row should move to the next page.
