DragVisual size is limited to screen size
The size of the DragVisual is limited by the screen resolution and is clip to bound. (Ticket ID : 917878)

Declined: The DragDropManager for WPF uses transparent WPF Window for the DragVisual. It is not possible to make that Window bigger than the screen size - this a WPF framework limitation.
