RichTextBox: Allow disabling the extension of the selection for annotation ranges
When users select content in RadRichTextBox, the selection is automatically extended to include the whole annotation range and they cannot select only a part of it. Allow users to disable that extension.

My use case is to allow a selection to extend from non-read-only spans into a portion of a read-only span. Since the selection range(s) are inside a read-only spans, write operations for all selection ranges should fail.  However, read operations should succeed.  Selection ranges could extend partially into the read-only spans.
