RadWindow: Improve the Acrylic effect support on Windows 11 OS with the Windows 11 theme
When using Windows 11 build 22000.795 the Acrylic effect does not apply.

Hello,

The WindowEffectsHelper responsible for the Acrylic and Mica materials depends on a Win32 API and a specific version of Windows 11 which appears to be a preview one. If you are using an earlier version than the Windows 11 Build 22621, the respective effect will not be applied.
