SyntaxEditor: Add API for precise popup positioning
Add functionality for precise positioning of the popups inside the RadSyntaxEditor control.

This would be an extremely useful feature. As it stands now if you use overloads and type ahead together, they overlap one another and that leads to a sub-par user experience. Particularly with tools such as Power BI and the DAX editor, having the overload visible while completing the code as well as type ahead is extremely useful.
