1. RadImageEditor with ZoomToCursor enable.
2.Apply ZoomOut function until render width/height less than view width/height
result => Image zoom at center of viewport, not zoom at cursor position.

The zoom-to-cursor feature is actually scrolling executed after the zooming. The feature is meaningful only when you zoom-in and scrollbars are displayed. In case you zoom out to level 1 or smaller - when no scrollbars are needed - the scrolling doesn't have any context. The same behavior can be observed also in other image editing programs (like Photoshop for example).
In case you have any ideas how the scrolling should behave if you reach a zoom level smaller than 1, please let me know so we can discuss the idea.
