Menu: Designer pops up and gets focus while editing the menu items in XAML
The Visual Studio designer pops up and gets the keyboard focus while editing the menu items in XAML.

I do not believe you're doing anything wrong as I was also able to replicate the issue at my end with a similar setup.

I've added a short Demo gif for better understanding on whats going on.

Mabe it's a error on my side with how I create the Menu.
