WebCam: The Start and Stop methods throw and exception if called when there is no camera available

Steps to reproduce:

1. Place a camera on a window

2. Have no camera plugged in the PC

3. Call the Start or Stop method

Expected behaviour: Nothing

Actual behaviour: An exception is thrown
