Add Here Maps tile provider

Here maps has the ability to render map tiles with traffic. They include a freemium tier unlike some of the others.

Hello Aleksandar,

Thank you for the provided information. We are approving this feature request.

In the meantime, you can implement a custom map tiled provider which you can use the show the Here Maps tiles.
