FileDialogs: Тhe expand arrow is visible in front of empty folders or folders that contain only files
This behavior differs from the standard MS FileDialogs, where the expand arrow is not visible for such folders.

The fix for this issue will be available with LIB (version 2019.1.311) scheduled for publishing on Monday, 11 March 2019.
