Thank you for the attachment. I've tested it on my side and indeed, it doesn't work. However, the file downloaded from https://demos.telerik.com/xaml-sdkbrowser/ works properly. Can you please try the following steps and let me know how it goes?
Go to C:\Users\<YOURUser>\AppData\Local\Apps\2.0 and delete its contents.
Download the .application file again.
Try installing it again.
If this doesn't work you can also check if there are any download restrictions on your network. And additionally, try to download the .application file using a different web browser.
