RichTextBox: Caret is not bringed into view while moving with the arrow keys and the topmost container is ScrollViewer

When the main container of a window is ScrollViewer, the caret is not kept in the view while users move it with the arrow keys.

This behavior was originally reported over 9 years ago and has not received significant demand or follow-up from the community since then. This is why we plan to prioritize more impactful and widely requested improvements.
