Localization strings in some tools and their settings are not changing when the culture is changed during the Application's lifetime

In Shape and DrawText tools there are strings which are not changed if the current culture is changed during the lifetime of an application.

Hi,

The issue is fixed and will be live in our next LIB and official 2016 R2 SP1 releases.
