Spreadsheet: Introduce an API to disable fill handle
Currently it's not possible to disable the fill handle feature. Provide API for disabling it.

Workaround: in the attached project.

The item was logged too broad. I just edited it to cover only small API switch to disable the fill handle feature. If you are interested in customizing the behavior, use this item: http://feedback.telerik.com/Project/143/Feedback/Details/187186
