HtmlFormatProvider creates an invalid document when row span value is larger than the number of the following rows
The invalid document can't be measured and IndexOutOfRangeException/NullReferenceException will be thrown.

The issue was fixed and will be included in the upcoming 2016 Q2 release as well.
