RichTextBox: Proofing decoration does not update properly when inserting text with track changes enabled

When inserting text (document fragment) next to a correctly spelled word they get both underlined as incorrect.

This behavior was originally reported over 12 years ago and has not received significant demand or follow-up from the community since then. This is why we plan to prioritize more impactful and widely requested improvements.
